What is the closest on grid spot to our off grid target? and is it possible to move the frigate there and then have some people take thopters to the off grid spot on the sly while others remain at the official spot to provide "cover" ?

The closest one is False Wall West. Travelling to Habbanya Ridge from there by thopters is entirely possible. The split makes sense, though the question whether you can slip out without being noticed is open.
