An almost endless sea of slums circles the megalopolis, fluidly turning into more sparse villages of Hagga and Imperial Basins. There are no words to express the extent of human misery here. Subsistence is privilege, all kinds of predation on the weaker are the norm. There are islets of something better, where the gangs have established a modicum of their own criminal order, but not many. This areas are cordoned by Harkonnen military garrisons of Arsunt and Tsimpo.

Harkonnen pogroms and raids are regular to enforce order, cull gangs and draft labour, but they are never done in less than a squad. The population is emaciated, terrorised, debased to the lowest instincts.
